Strategic thinking, planning and acting are largely determined by systems of relations and alliances. This involves the common use of resources, information and capabilities as well as the sharing of burdens and risks. Partners can be states, but also organisations, the private sector, academia and social institutions. Germany is a member of various international organisations, most importantly the EU, NATO and the UN, that determine the strategic framework. The question of which role Germany will play in the respective systems and with which partners, both in and outside the EU and NATO, is also within the remit of this research branch. At the same time, this research branch will analyse which criteria and which common objectives define strategic partnerships outside our own systems of alliances and partnerships.
