The New Look programme spurred Russian interest in digital command and control as a core element of the reforms. Since being established in 2014, the National Defence Management Centre has played an increasingly central role in the decision-making process. Moscow’s intervention in the Syrian civil war proved a vehicle to exercise the new command and control architecture. Development of a tactical command and control system and supporting elements has proved difficult, taking almost two decades. Russia’s conventional military capability will, assuming continued investment, benefit further from the acquisition of improved C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance).
